All fines must be paid in person at their respective College Business office, or a hold will be placed on your records. Appeal must be submitted online within 10 working days of violation. If you your vehicle was towed, contact HCCS Police @ 713-718-8888.

Ticket Appeal Process
HCC Citations - Harris County Citations - An HCC parking citation may only be appealed by filing an Online parking appeal form. The form must be filed within 10 working days from the day the ticket was received. Parking citation appeals will be reviewed on specific dates by the adjudicator:
  • The violator may also appear in person on the established date at the Administration Building located at 3100 Main Street, Houston, TX.
  • Violators may find the schedule of appeal dates and times and room number on the police Department website.
  • All moving and handicap violations may be adjudicated by the HCC appeal process (for HCC citations).
  • (Harris County and Fort Bend County citations) are appealed in the nearest Justice of the Peace Court or Municipal Court as authorized by state law.
  • Note the Harris/Fort Bend County fine schedule will be applied to their County tickets. These tickets will become outstanding warrants for your arrest if not resolved.

    Note Citations may be appealed only one time. The decision of the adjudicator assigned is final.
